Governments love adjectives that sound smart but mean nothing.
“Strategic industries.”
“Essential sectors.”
“National priorities.”
Japan just announced a $550 billion investment in U.S. “strategic” projects—covering everything from semiconductors to shipbuilding.
Sounds bold… until you realize no one defines what “strategic” actually means.
And when definitions are vague, power fills the gap.
In this case, “final say” goes to the President.
So maybe “strategic” doesn’t mean important to the nation.
