The "difficulty of doing business" in Japan is a myth for high-tech industries. With our abundant clean water, stable power, and dominant material science (like Shin-Etsu Chemical), Japan is the best place for advanced manufacturing.
We are already proving that robotics and hyper-automation can sustain a nation without relying on mass immigration. Japan isn't "closed"—we are just the frontrunner of a new, labor-independent economic model.

How to get in in supply chains where industries can scale up…is something japan always had big issues with. They like to do it their own but couldn't dare to get under someones others roof. But the very meaning of investment that is. And personally my experience is, that the consumer market turns hostile to foreigners more and more.
Although I appreciate Ms Katayama's effort to speak in English, she should have used a simultaneous interpreter. Her English is communicative, but it is not at the level required for a panel discussion at an international conference such as the WEF.
I have to say that she looks less intelligent here. actually.

I think Minister Katayama's English was quite reasonable, especially considering how difficult pronunciation is without growing up at least partially in a western country. However, we could perhaps summarize her key policy positions in a more natural vernacular as follows:
