I seriously doubt tourists visit Japan for that specific reason. The cost is still too high compared to SE Asian countries. The decline in yen's value makes it more affordable but still not cheap. I would find it more accurate to say that travelers want to experience Japanese women as a side attraction and the only way to do it is through those girls for hire (dating non-professionals is nearly impossible).

I think its a complicated issue and generally dont mind it. I think in general Japan is superficial and transactional, as a down side. Money is cheap and a girls time should be known as expensive, so I think they could transition to a "I talk to girls" model if they felt like it.
