you cant compare a developed country to a developing country. They already surpass the threshold. In Japan last many decades they have no change in interest rates and its stagnant. So regarding focusing on GDP they focused on per capita income, passport index, sustainability ranking, food safety and welfare. GDP do not give the entire picture even you can read the economics books (basic).
