in today’s world of rapid global development highspeed rail has become a vital tool to boost the economy of many countries as a fast and efficient transportation method highspeed trains can reach speeds of 350 km per hour allowing people to travel thousands of kilometers in just a few hours so far over 20 countries have built high-spe speed rail systems this not only shows the advancement of transportation technology worldwide but also points to an important path for future economic growth in many nations however in Southeast Asia one country has yet to realize its high-speed rail dream after 17 years Vietnam as a rapidly growing economy in the region Vietnam proposed building a high-speed rail back in 2005 and started working with Japan yet after 18 years this ambitious plan has not progressed beyond the planning stage to actual construction to speed up the project the Vietnamese government recently revised the original plan and decided not to depend solely on Japan instead they invited China to join the effort but why did the cooperation between Japan and Vietnam fail to start construction in 18 years and what important effects could this railway have on Vietnam’s economy on the eastern side of the Indochina Peninsula it borders Laos and Cambodia and faces the South China Sea and the Gulf of Thailand vietnam has great potential in the logistics market but in the past its logistics industry earned only about 10 billion US annually far behind China’s logistics industry which makes hundreds of billions each year geographically Vietnam stretches over 1,600 km from north to south but at its narrowest it is only 50 km wide this unique shape offers perfect conditions for building an efficient railway running through the entire country from north to south if a high-spe speed rail can be built it would change transportation across Vietnam and help boost the whole country’s economy however the reality is full of big challenges vietnam currently has only about 3,200 km of railways about 70% of which were built during the French colonial era because of their age these railways face serious wear and tear most trains can only run under 50 kmh and the rail network handles just 16 million tons of freight yearly besides old infrastructure Vietnam’s railway technology is outdated making repairs and upgrades difficult this causes frequent delays hurting the quality of logistics services clearly these railways no longer meet Vietnam’s growing needs to build a high-spe speed rail network Vietnam has turned its attention to China Asia’s leader in highspeed rail in October this year China hosted the one belt one road summit which drew global attention vietnam’s president V van Sang led a delegation that took part in seven major events related to trade investment and infrastructure at these meetings Vietnam introduced its North South high-speed railway project and sought support from China the project is planned to be 1,545 km long costing $65 billion and trains will run at speeds up to 320 kmh the railway route starts in Hanoi the capital runs through 20 provinces and cities and ends in Ho Chi Min City the country’s economic hub vietnam plans to build this railway in two phases the first phase focuses on key sections connecting Hanoi with Vin City and NH Trang with Ho Chi Min City the second phase will build the central section between Vin and NH Trang the project aims to start construction before 2030 and have the whole line operational by 2050 so what impact will this railway have on Vietnam once finished over the past decade tourism has become one of Vietnam’s key industries attracting millions of visitors yearly to enjoy its unique culture and cuisine however due to several challenges such as outdated transportation infrastructure and the widespread outbreak of the CO 19 pandemic the number of tourists visiting Vietnam in 2021 is expected to fall dramatically experts estimate that the total number of foreign tourists will not exceed 200,000 which is a significant decline compared to previous years this sharp drop has seriously impacted Vietnam’s tourism sector a major contributor to its economy but this situation is poised to improve significantly thanks to the ambitious North South Highspeed Railway Project once completed this new railway line is projected to attract over 800,000 tourists each year this influx would create enormous opportunities for growth in Vietnam’s tourism industry boosting local businesses hotels restaurants and attractions along the route moreover the operation and maintenance of the railway will generate approximately 30,000 new jobs helping to ease employment pressure within the country these jobs will range from railway staff maintenance crews administrative roles to related service industries offering steady employment and supporting economic development looking further ahead when the entire railway line is officially open to traffic it will also greatly improve cargo transportation efficiency industry specialists predict that cargo transit times across Vietnam could be reduced by up to 30% which would save over 100 million US dollars annually in transportation costs this will not only benefit Vietnamese businesses but also enhance the competitiveness of Vietnam’s logistics sector on a regional and global scale however it is important to note that China was not the original partner for this railway project instead Japan was initially chosen as the key collaborator so what happened back in 2005 the Vietnamese government officially proposed the North South Highspeed Railway Plan this ambitious project immediately drew the attention of leading global powers in highspeed rail technology including China Germany and Japan during the bidding process Germany offered advanced technological expertise while China though still developing its high-speed rail technology at the time proposed competitive pricing japan on the other hand was already Vietnam’s largest foreign investor and possessed the world-renowned Shinkansen bullet train technology due to Japan’s strong reputation and investment presence Vietnam decided to partner with Japan for the railway project however after thorough planning and budgeting Japan’s parliament conducted a detailed cost analysis they discovered that the total investment needed to build the North South Highspeed Railway would be at least $65 billion a staggering figure that amounted to nearly half of Vietnam’s entire GDP at the time this enormous cost was simply beyond what the Vietnamese government could afford consequently the Japanese Parliament ultimately rejected funding the project this decision was a major setback for Vietnam’s railway ambitions despite this Vietnam did not abandon its vision in 2015 the government revived the plan and in 2019 proposed a new version of the railway project this updated plan made several important changes it shifted the focus primarily to passenger transportation rather than a combination of passenger and freight and it increased the design speed of the trains from 320 kmh to 350 kmh these improvements promised faster travel times and more efficient transportation overall unfortunately the new proposal faced similar challenges vietnam’s National Review Committee rejected it due to the high construction costs required for trains running at 300 km/h budget limitations and concerns about the cost benefit ratio of the investment meanwhile Japan shifted its focus to India after signing a high-speed rail cooperation agreement there in 2015 this move further reduced the likelihood of Japanese involvement in Vietnam’s railway project even though Vietnam and Japan had cooperated on the plan for 17 years the project still has not officially started with these obstacles in place the Vietnamese government was forced to reconsider its strategic options and look for new international partners to help develop its railway network at this point China’s high-speed rail technology emerged as a strong candidate in fact choosing to cooperate with China was a smart decision for Vietnam over the past decade China’s high-spe speed rail technology has advanced rapidly surpassing Japan in both technical capability and scale a prime example is China’s assistance in constructing Southeast Asia’s first high-spe speed rail line in Indonesia since 2017 China has been helping build this line which is expected to begin operation in October 2023 with trains running at speeds up to 350 kilometers per hour a landmark achievement for the region in contrast Japan’s high-speed rail project in India which began in 2015 has experienced significant delays due to construction difficulties and high costs only about 10 kilometers of the railway has been built in more than 7 years and the project’s completion date remains uncertain currently China boasts the world’s largest highspeed rail network with over 44,000 km of track china is also actively involved in numerous highspeed rail projects internationally for instance in 2005 China helped Turkey build a high-speed railway connecting Ankura and Istanbul and in 2009 China assisted Saudi Arabia in constructing a line between Mecca and Medina these projects have been completed smoothly and received widespread praise from local communities considering these successful cases it is clear that if Vietnam entrusts China with its highspeed rail project it could have a modern and efficient railway system operational by 2050 on the other hand
