【速報】「国民に背中押してもらった」第2次高市内閣が発足 新人議員が初登院【報道ステーション】(2026年2月18日)
18日午前8時、衆議院選挙で当選した議員らが初登院しました。衆議院議員465人中、初当選は106人。そのうち66人が、自民党の新人議員です。

「まず私は1年生議員でありますから、まずは地道な活動をしっかりして、そして、また雑巾がけをしっかりしてまいりたい」
なかには、涙が込み上げる人も。

本会議の前に開かれた党の両院議員総会。そこに、高市総裁が到着すると拍手が起きました。

「今回の総選挙で掲げた政権公約、政権公約。ここに掲げた政策を、最も迅速、かつ、効果的に進められる方法を党内で議論をして、党一丸となって、実行してまいりましょう。日本国憲法の改正、皇室典範の改正。ここにもしっかりと挑戦をしてまいりましょう」
歴史的圧勝は、国会の“中”の景色も一変させました。
政党や会派ごとに割り当てられた控室と呼ばれる、いくつもの部屋。本会議場のある2階のフロアは、これまで自民党と中道改革連合が分け合っていましたが、中道が減り、自民党や参政党、チームみらいの控室になります。3階も、共産党や、れいわ新選組の部屋が自民党に塗り替わります。床面積は、1.5倍に増える結果です。
議場も様変わりしました。
単独で3分の2を確保した自民党。連立を組む日本維新の会を合わせると、与党が4分の3を占めます。
その衆議院で行われた総理大臣指名選挙。
衆議院では、圧倒的な票差で高市氏を総理にすると議決。
続く、参議院。過半数は124ですが、少数与党の参議院では、過半数に1票届かず、決選投票になります。中道改革連合の小川代表との一騎打ちにもつれ込みましたが、高市氏がものにしました。

官邸には、連立のパートナーが待っていました。
党首会談では「連立合意書に書かれた政策を徹底的にやっていこう」という話があったそうです。

高市総理は、2026年度予算案の今年度中の成立を目指していますが、それには、審議時間の圧縮が必要です。

そして、18日夜、第2次高市内閣は、閣僚全員が再任する形で発足しました。
高市総理が、18日午後10時過ぎから、会見に臨みました。

「自民党単独で3分の2超の議席を獲得したことで、私が大きな権力、白紙委任状を得たと言う方もおられます。そのようなつもりは全くございません。これまでと同様、政策実現に前向きな野党の皆さまにもご協力をお願いします。本日より“高市内閣2.0”の始動です。責任ある積極財政、安全保障政策の抜本的強化、政府のインテリジェンス機能の強化といった重要な政策転換について、『何としてもやり抜いていけ』と国民の皆さまから、力強く背中を押していただけたと考えています。日本列島を強く豊かに、改めて、そのご期待の大きさに身が引き締まる思いでございます。社会保険料負担や、物価高に苦しむ中所得・低所得の方々の負担を減らすため、給付付き税額控除の制度設計を含めた社会保障と税の一体改革について検討を進め、結論を得ます。また、同制度導入までの間、負担軽減策として、現在、軽減税率が適用されている飲食料品については、特例公債に頼ることなく、2年間に限り、消費税を0税率とすることにつき、スケジュールや財源のあり方など、その実現に向けた諸課題に関する検討を加速します。野党の皆さまからのご協力が得られれば、夏前には中間取りまとめを行い、税制改正関連法案の提出を目指します。日本国憲法の改正、皇室典範の改正、議員定数削減の実現、自民党も挑戦し続けます。決して、あきらめない。私自身の信条です。決断と前進、そして挑戦の内閣として、挑戦の先に希望ある未来を、強く豊かな日本列島を実現してまいります」
